I write this for a friend
In the Hanafi Madhab, what is the validity of the
Jumu'ah (Friday) Prayer for incarcerated
Answer: Fatwaa no. 098/06
If there is a Paak place in the prison whereby a few prisoners can get together and perform Jumu'ah Salaah, then they should do so. If they are unable to find a clean place in the prison or they are not allowed to read their Salaah in congregation, then they should read Zuhr Salaah. Everyone should be allowed to join the congregation.
